Matrix is a federated (decentralized) instant-messaging protocol, similar in use to XMPP, Discord or Telegram.
The in-game chat is bidirectionally connected to a Matrix room, so players can chat with people from outside the game. Messages also persist on Matrix, so you can ping the admin tuxmain and they'll eventually read the message.
All the work is done by the matrix_bridge mod.
